Street Vending Details for 2009 Inauguration
The Department of Consumer and Regulatory Affairs is proud to announce street vending details for Inauguration Day on January 20, 2009. Please read all details carefully before submitting your application.
NOTICE: The deadline for applications for the Inaugural Vending Zone Lottery was December 30, 2008. DCRA is no longer accepting applications by mail for the Inaugural Vending Zone. DCRA is accepting walk-in applications on a first-come, first-serve basis at DCRA, 941 North Capitol Street, NE, Suite 1100, Washington, DC 20002.

Details
All parties interested in vending in the District of Columbia on January 20, 2009 must either be currently licensed by the District of Columbia or apply to receive a Temporary 2009 Inaugural Vending Badge which will serve as your license for the event.
The Temporary 2009 Inaugural Vending Badge will only be valid on January 20, 2009 and only in designated areas established throughout the city. Only currently licensed District vendors are authorized to vend in the District of Columbia on any other dates.
Currently licensed vendors who normally operate at sites outside the Inaugural Vending Zone can conduct business as normal with their current vending license and do not need to obtain any additional licensure or permits.
Currently licensed DC Licensed vendors displaced as a result of security measures for Inauguration Day have the choice of being relocated to a site outside the Inaugural Vending Zone if they chose not to participate in the displaced vendor lottery for first choice of locations inside the Inaugural Vending Zone. Vendors who choose not to enter into the lottery will be relocated at no additional charge to closest possible location outside of the Inaugural Vending Zone. No currently unlicensed vendors can operate outside of the Inaugural Vending Zone or overflow areas at anytime during the event or on any other date in the District of Columbia.
Note: Vendors who plan to sell food during the event are required to have a certified food manager certificate from the jurisdiction in which you reside. DC Department of Health inspectors will be doing random checks of all food vending operators during the event. You do not need to submit this document with your application.
Obtaining Credentials and Site Permit
All vendors who won a spot in the Inaugural Vending Zone will be required to pick-up their Inaugural Vending Zone Site Permit and pay the $100 site permit fee between January 7, 2009 and January 14, 2009 at DCRA, 941 North Capitol Street, NE, Suite 1100, Washington, DC 20002.
If you are an out-of-town vendor, we recognize it may be difficult to meet the above requirement. To meet your demand, we are allowing out-of-town vendors to submit payment for the Site Permit via mail using the Payment Form below.
The payment MUST be received by January 14, 2009. We strongly encourage anyone mailing in their payment to use an express service and request receipt confirmation. Again, payments must be received by January 14, 2009.
Vendors who submit their payment will be provided their permit upon arrival to their specified site. More information on vending zone entry points, load-in times and travel information will be posted soon.
All lottery winners who do not pick-up or pay for their site permit via mail their Inaugural Vending Zone Site Permit before 4:30 pm on January 14, 2009 will forfeit their site.
Frequently Asked Questions
If I do not win a spot in the lottery, do I get a refund? No. You are not paying for the site permit fee unless you are awarded a site through one of the lotteries.
If you get a license, you have several other excellent opportunities to use your license. To vend legally in the District on January 20, 2009, you will either need to be a current DC licensed vendor or have a 2009 Inaugural Vending Badge.
In addition to the 710 spots within the Inaugural Vending Zone, there will be at least an additional 1,000 sites directly adjacent to major pedestrian-rich transportation hubs throughout the city. With an estimated 10,000 chartered busses and hundreds of thousands more coming on Metro, bus and train, these sites will be great places to do business. Maps of these additional areas will be announced and posted here in early January.
If my application is denied for any reason, do I get a refund? Yes, with the exception of the application fee.
I am having trouble getting my criminal history report? What can I do?
We are requiring each applicant to acquire a criminal history report for themselves and their workers. You do not need a full background check and most jurisdictions can produce a criminal history report with 24 hours or the same day. If you have issues obtaining your criminal history report in time, please make a note on your application and we will give further instructions upon submission of materials.
When can I set up?
The District will establish load-in and load-out hours early on the morning of January 20th, 2009 or possibly the night before. DCRA is working closely with the U.S. Secret Service to determine this time. We expect to post details to our Web site by January 14, 2009. What size are the vending sites? All sites in the Inaugural Vending Zone are 10 feet by 10 feet except for 39 sites listed on K Street as roadway sites which are 10 feet by 20 feet.
Sites in the other Inaugural Vending Areas are first come, first serve for licensed and badged vendors and there the sites will be more flexible in terms of size and placement.
Can I bring a generator? If so, what size is allowed? In the Inaugural Vending Zone, we are working closely with local and federal officials to determine what type of generators can be used, is at all, in these zones. More information will be announced later.
In the other Inaugural Vending Areas throughout the city, you can use any generator at or below 3500 watts without an additional permit.
Can I use propane?
Yes. You may use up to 200 pounds of propone at your vending site. We recommend obtaining a permit from DC Fire and Emergency Medical Services. You can obtain an application here.
