| CCCB Board Members
The Construction Code Coordinating Board is composed of the following thirteen (13) members:

Office of the Construction Code Official (3 members);

Office of the Fire Marshall (2 members);

Executive Office of the Mayor (1 member);
-
Council of the District of Columbia (1 member);
-
Building Industry-Commercial & Industrial (1 member);
-
Building Industry-Residential & Multi-Family (I member);
-
Architectural Design Profession (I member);
-
Mechanical Engineering Profession (I member);
-
Structural Engineering Profession (1 member); and
-
Private Citizen (1 member).
The Mayor shall appoint all members of the Board, except that the Chairman of the Council of the District of Columbia may appoint the one Council representative. At least one-half of the Board members must be residents of the District of Columbia, and the private citizen member must be a resident of the District of Columbia.
The Board shall be deemed to be constituted upon the appointment of nine (9) members.


Alexander C. Berley
Mr. Berley currently works with the consulting firm E&G Group (Edmondson and Gallagher) where he oversees the design and construction of building projects.
Mr. Berley’s experience includes design and inspection of structural systems for buildings and bridges, earth retaining structures, and temporary/permanent building foundation support systems. He previously worked at the full-scale laboratories of the Federal Highway Administration (Turner Fairbank) and Portland Cement Association (Construction Technology Labs, Inc.) where he performed analytical and physical research on the performance of structural materials.
Mr. Berley holds a bachelor’s degree in civil/structural engineering from the University of Maryland and a Masters of Structural Engineering from North Carolina State University. He is licensed as a Professional Engineer in the District of Columbia.


Gregory S. Colevas
Mr. Colevas is currently president of Clark Construction Group, Inc.'s Mid-Atlantic Major Projects Division. He has overseen major regional construction projects including Nationals Ballpark, Johns Hopkins Hospital New Clinical Building in Baltimore, Walter Reed National Military Medical Center in Bethesda, and New Campus East at Ft. Belvoir in Virginia.
Mr. Colevas holds a Bachelor of Science in Civil Engineering from The George Washington University.


Marc Fetterman
Mr. Fetterman established the architectural firm Fetterman Associates, PC, in 1992 and has over 30 years of architectural experience in Washington, DC, and abroad. His wide-ranging portfolio includes historic preservation and adaptive re-use for educational, ecclesiastical, embassy, institutional and commercial clients.
Mr. Fetterman holds a Bachelor of Arts in medieval studies and a Bachelor of Science in architecture from Syracuse University and a Master of Science in historic preservation from Columbia University's Graduate School of Architecture and Planning.


David W. Hollinger
Mr. Hollinger has over 30 years of public fire and emergency medical response experience serving volunteer, mid- and metro-sized departments and is currently a Lieutenant in the DC Fire and Emergency Medical Service Department's Code Enforcement division.
Mr. Hollinger holds numerous certifications and is a member of the National Fire Protection Association, International Code Council, National Society of Executive Fire Officers, among others. Mr. Hollinger holds a Bachelor of Science in fire science administration from the University of the District of Columbia, a Master of Public Administration from the University of the District of Columbia. Mr. Hollinger also received a certificate from The George Washington University's Program for Excellence in Municipal Management.

Ethan Landis
Mr. Landis has over 25 years of experience in residential remodeling and real estate development. Brother and architect Christopher joined Mr. Landis in 1990 to form Landis Construction Corporation, a design/build firm that just celebrated its nineteenth year serving hundreds of clients in DC, MD and VA. Between 1984 and 1990, Mr. Landis was involved in the development of a number of small apartment buildings and homes.
The company designed and constructed its own geothermal heated and cooled, 16,000 square foot, three story office building in Takoma, DC in 2006 and in 2009, completed its first LEED for Homes project. The home is located in historic Georgetown and was only the second in DC to be certified at the Platinum level.
Mr. Landis is a National Association of the Remodeling Industry Certified Remodeler, a U.S. Green Building Council LEED Accredited Professional and holds a B.S degree in Political Science from Swarthmore College and an MBA in Finance from the George Washington University.

Rabbiah Sabbakhan
Rabbiah “Robbie” Sabbakhan currently serves as the Deputy Chief of DCRA’s Permitting Operations Division overseeing day to day functions of Technical Plan Review and the Permit Center.
Mr. Sabbakhan has over 15 years of construction experience in both Codes Compliance and Management including 12 with the City of Richmond, Virginia where he developed and oversaw the Special Inspections or critical structures program. In fact, he played an integral role, from permit issuance through certificate of occupancy, in all of Richmond’s most recent high profile development projects including the Philip Morris Research & Technology Center & other biotech facilities, the new Convention Center, new pedestrian mall, new residential & mixed-use high rise, dormitories, gymnasiums and other university buildings, new elementary schools plus major adaptive reuse development projects.
Mr. Sabbakhan holds a BS in architecture from the University of Virginia in Charlottesville.


Jill Stern
Ms. Stern is the founder and principal of The Stern Group, which provides legal services to non-profits and other organizations.
Previously, she served as General Counsel of the District’s Department of Consumer and Regulatory Affairs, where among other responsibilities she was extensively involved in the 2008 update of the D.C. Construction Codes. Her D.C. government service includes election as her neighborhood’s representative to Advisory Neighborhood Commission 3D, a term as Chair of ANC 3D, and a judicial clerkship to Judge George Gallagher of the D.C. Court of Appeals.
In addition to 18 years in the private practice of law, as a law firm partner, counsel and associate, she has served as General Counsel for a local non-profit literacy organization and an entrepreneurial global satellite company. She received a B.A. in English from Smith College, and a J.D. from the George Washington University Law School. She is admitted to practice law in D.C. and Virginia.


Herbert S. Taylor
Mr. Taylor has more than 20 years experience in public fire and emergency response and is currently a Lieutenant in the DC Office of the Fire Marshall's Code Enforcement Division.
Mr. Taylor holds a Bachelor of Arts degree in economics from Northwestern University and Master of Public Administration from the University of the District of Columbia.


Gerald Keys, Chairperson Pro-Tem
Mr. Keys is currently a Construction Code Specialist with the Department of Consumer and Regulatory Affairs in Washington DC.
Mr. Keys is a Certified Master Code Professional with the International Code Council and is also a Certified Green Building Residential Examiner and has a total of 32 professional ICC Certifications. Mr. Keys is also an ICC Certified Inspector-Trainer for the District. He has earned his Master of Public Administration from the Keller Graduate School of Management. Mr. Keys has served the boards of several ICC/AIA Charter Memberships.
