Occupational and Professional Licensing Administration

The Streamlining of Security Licensing Amendment Act of 2013 transfers the deposits of licensing fees and administrative license processing functions for security agencies, security officers, special police officers, campus police officers, and private detectives from the Metropolitan Police Department, Security Officers Management Branch (SOMB) to the Department of Consumer and Regulatory Affairs, Occupational and Professional Licensing Administration (DCRA/OPLA), effective October 1, 2013.

OPLA currently administers licensing services for 18 other occupational and professional boards, commissions, and programs. OPLA implementation is to provide an on-line service that will make the Security license application submission and renewal process easier and more efficient.

Beginning January 2014, OPLA has engaged Pearson VUE (contractor) to process the applications and the administrative function of security licensing.  This partnership will ensure a seamless transition. DCRA/OPLA is currently implementing several changes to the security licensing process and fees, such as the development of an online applications process for new and renewal licensing. Security Officers’ license will be valid for two years with an affidavit submitted yearly. SPO’s license will remain on the yearly license period. Until the automated process is online, we are still processing applications manually at the SOMB. New applications are available at your sponsoring agency and at the SOMB. Below are the details for the licensing process:

Applicants must bring a completed application with the original signature of an authorized company representative (meaning you must be hired by a security company) to the Security Officers Management Branch (SOMB) for initial screening and licensing renewal. *If the application has been altered in any way, by using white-out, or if it is scratched out with pen or pencil, or even a blank application, it will not be accepted. Along with the application bring in at least one form of a valid picture I.D., such as a driver’s license or current employment identification.

Applicants must also submit the appropriate affidavit form indicating the applicants past employment, residence(s) and arrest history. Applicants with an arrest history must provide a copy of the final court disposition for any charge. The affidavit must be notarized by a notary public of the applicants’ choice. These documents cannot be dated more than thirty (30) days of the application process.

Fees required for licensing must be paid at the time of application at the SOMB. Two separate payments must be in the form of a agency check, cashier’s check, money order or certified check payable to the Pearson Vue and D.C. Treasurer for fingerprinting see fee chart below.  No cash or personal checks accepted.
