DCRA accepts online applications for the Certificate of Occupancy required for the purposes of ownership change only.
Applicants are required to sign-in with a username and password. If you do not have a username and password, you may register for a user account. In order to submit your application, you are required to pay a non-refundable application fee ($36.30) using a Visa or MasterCard credit card. You will also be required to upload a copy of the current C of O, your lease or written permission from the property owner allowing you to apply for the C of O. If you are seeking to operate an eating establishment, you must also upload a copy of the proposed menu and a completed Eating Establishment Questionnaire. Following the submission of your on-line application, it will be reviewed by a zoning technician for conformance with the zoning regulations (11 DCMR) and if it complies, it will be approved. If the current certificate of occupancy was issued more than 10 years ago, the technician will request that an inspection of the subject property be conducted prior to the approval of the application. If the technician needs additional information in order to complete the review of the application, he/she will enter comments into our permit database (known as Accela) and explain the additional information that is needed and will contact you if they have questions or need additional information. After the review is completed and approved, you may come to DCRA in one visit to complete the issuance process, pay the issuance fee, and obtain the certificate.
All other types of applications (i.e. load or use change, new tenant in new building, new construction, or revision) must be submitted to DCRA in person. DCRA does not accept applications and payments that are mailed. All applications will be reviewed within 10 business days from the date you applied. Staff will contact you when the application has been approved and is ready to be picked up.
