Application Requirements
All applicants for a Basic Business License must comply with the following DC Code requirements:
 
Corporate Registration
If your organization is a corporation, limited liability company, partnership, or in some cases, a trust, said organization must be registered and in good standing with the Corporations Division. Non-Resident of the District of Columbia (including Foreign Corporations)
If you are not a resident of the District of Columbia, you'll need to appoint a Resident Agent or an Attorney-in-Fact who lives or works in an office in the District, who will be the official recipient of any financial, process, or legal notices that we need to send to you. If you are not a DC resident, please complete the Certified Resident Agent Appointment Form.
 
Corporate Registered Agents
Any business required to register with the Corporations Division is required to maintain a registered agent. Said registered agent may be a bona fide District of Columbia resident or a company physically located in the District of Columbia. The registered agent’s office may or may not be the same address as the place of business.
 
Resident Agents
Family trusts, general partnerships, and sole proprietors are required to maintain a resident agent. Said resident agent may be a bona fide District of Columbia resident or a company physically located in the District of Columbia. The resident agent’s office may or may not be the same address as the place of business.
 
Trade Name Registration (Use of Fictitious Business Name)
A business operating under a fictitious name or a name other than the legally recognized name must register the trade name with the Corporations Division. Basic Business License Application
All applicants for a Basic Business License must complete an application, remit the associated payment, and submit the required supporting documentation.

Clean Hands Self-Certification
All applicants must certify that no more than $100 is owed to the District of Columbia Government as a result of fees, penalties, interest, or taxes through completion of a Clean Hands Self-Certification.
 
Tax Number
All Applicants must provide a registered tax number (i.e., SSN or FEIN) at the time of application. Register by completing and filing a Combined Business Tax Registration Application (Form FR-500) with the Office of Tax and Revenue, 1101 4th Street, SW, Suite W270, Washington, DC 20024. Online registration is available at the Business Tax Service Center. For more information, please call the Tax Customer Service Center at (202) 727-4829.
 
Certificate of Occupancy
All applicants for a Basic Business License operating from a premise located in the District of Columbia must provide a Certificate of Occupancy (C of O) for the premise address from which the business activity is conducted in order to demonstrate the activity does not conflict with building and zoning codes. Note: In some cases, a business operating in an office building may operate under the umbrella of the C of O issued to the owner of the building as long as the C of O is issued for the entire building. Check with the building owner or management company for the holder’s name, C of O number, and issue date.
 
Certificate of Liability Insurance
All applicants for a Basic Business License for the Tow Truck Business category shall furnish a certificate of insurance for the license period pursuant to DC Code and DC Municipal Regulations. Each applicant must secure an original all-risk or public liability insurance policy, which provides a minimum of seven hundred fifty thousand dollars ($750,000) in full force and effect for the duration of the license period per DC Code and DC Municipal Regulations. The licensee is required to give written proof of advance notice to the Department of Consumer and Regulatory Affairs, Business Licensing Division prior to the cancellation or lapse of the policy.
 
Note: The Certificate of Liability Insurance must: 1) be issued to your organization as registered with the Corporations Division; 2) be issued to the premise address provided on the Basic Business License Application; 3) provide a Description and Location of services provided (i.e., Tow Truck Business in Washington, DC); and 4) show the certificate holder as "Department of Consumer and Regulatory Affairs, 1100 4th Street, SW, 5th Floor, Washington, DC 20024.”
 
P.O. Boxes are not acceptable as the insured’s premise address.
 
Police Criminal History Report
All applicants for a Basic Business License for the Tow Truck Business category must provide a current Police Criminal History Report. A resident of the District of Columbia may obtain a Police Criminal History Report (Form PD-70) from the Metropolitan Police Department, Metropolitan Police Criminal History Division at 300 Indiana Avenue N.W., Room 1075, Washington, DC 20001, 727-4245. A non-resident must obtain a Police Criminal History Report from the jurisdiction of which he/she is a resident. The report must no older than 30 days from the time of application. Please provide court documentation/dispositions regarding any criminal conviction(s) to avoid delay in the review of your application.
 
Towing Business/Truck Supplemental Application
All applicants for a Basic Business License for the Tow Truck Business category must provide a completed Towing Business/Truck Supplemental Application.
 
Listing of Operators, Employees Agents and Contractors
A list of the names, address, dates of birth, driver’s license, and social security numbers of all tow truck operators, employees, agents and contractors who will be involved in the towing business.

Towing Business Other Locations
A list of all other locations from which the towing business will operate and the phone numbers for each location.
 
Tow Service Storage Lot Supplemental Application
All applicants for a Basic Business License for the Tow Truck Business category must submit a Tow Truck Storage Lot Supplemental Application and attach the following documents to the BBL application: a copy of a deed, lease, contract, or other proof of the right to use the space as vehicle storage lot, and a copy of the site plan or DC Surveyor’s Plat, and a copy of a valid Certificate of Occupancy permit for that use and location. A copy of the site plan or Surveyor’s Plat may be obtained from the Surveyor’s Office, (202) 442-4566, 1100 4th Street S.W., 2nd Floor, Washington, DC 20024.
 
Daily Storage Fees
A list of the minimum and maximum daily fees which the applicant will charge for the storage of disabled motor vehicles at the applicant’s storage facility.
 
Hours of Operation
A statement detailing the location, description, and hourly availability of the tow truck.

Letter Listing Ownership Interest
A list containing the name, address, and telephone number of each individual, partner, and/or each officer of a corporation with an ownership interest in the towing business and storage service lot.
 
Tow Truck Storage Location
The primary storage location, year, make, model, Vehicle Identification Number (VIN), and license plate number of each tow truck that will be used by the towing business.
 
Towing Fees
A schedule of minimum and maximum fees which the applicant will charge for the use of the tow truck in connection with providing various kinds of towing service, together with a full and detailed statement of the service to be rendered for each stated amount of fee.

Additional Requirements for Surveyor’s Plat
If any other tow truck business occupies the same tow truck storage lot for the storage of towed vehicles, one surveyor’s plat with clear delineation of boundaries named and marked for each tow truck business shall be submitted along with the application for licensure. Tow truck businesses may not occupy the same space on a tow truck storage lot. The vehicle storage capacity for each business using the storage facility should be indicated.
 
Tow Truck Business Bond
All applicants for a Basic Business License for the Tow Truck Business category must post a Tow Truck Business Bond in the amount of $25,000 for the duration of the two-year license period. The Surety Bond may be issued by an authorized insurance carrier, or the applicant may post a cash bond with the Department of Consumer and Regulatory Affairs.
 
Tow Truck Service Receipt
All applicants for a Basic Business License for the Tow Truck Business category must provide a sample Tow Truck Service Receipt in triplicate.
 
Investigation/Approval
This category of the Basic Business License is subject to a thirty (30) day background investigation prior to issuance of a license. This investigation will be conducted after a Basic Business License Application, all required supporting documentation, and payments have been received and accepted by the Business Licensing Division.

You may apply for a Basic Business License in-person with cash, check, money order or a major credit/debit card by visiting the DCRA, Business License Center, 1100 4th Street, SW, 2nd Floor, Washington, DC 20024. No appointments are required. Applications are processed on a first-come, first-served basis.
 
Via Mail.
You may apply for a Basic Business License and pay with a check or money order via mail. Please submit all requirements including the associated fee. Make check or money order payable to “DC Treasurer.”
